Abstract

The phenomenon of globalization is often considered as the result of an economic process, with the main consequence of the supremacy of "market laws" and the weakening of the role of the State. The liberalization of the economy and the decrease in the effectiveness of public policies for the promotion of economic development become an indisputable imperative. The State has an indirect role in the economy. Its performance must be limited to the social sphere, whose contribution to economic performance is seen as having a secondary importance. However, the process of globalization and its consequences on the role of the State seem to be better placed when considering its importance for the organization of the economy. In fact, it cannot be thought of autonomously, regardless of the social and political aspects that constitute a central element in the functioning and development of economic logic. In this sense, based on the Theory of Regulation, this article presents an alternative interpretation for the phenomenon of globalization, that is, it presents the institutional or structural forms developed by this school, in order to allow the economic analysis of globalization in an articulated way with social sphere, emphasizing the importance of public policies for the result obtained.
