Public arenas, social actors and technical knowledge in environmental policies formulation

This article aims to analyze the relationship between a public policy process and elements of national and / or international dynamic. Based on the Sergipe waters program, we evaluated the set of factors that resulted in the perform of program, such as public arenas, social actors and expertise. For this, we catalog and analyzed the bureaucratic apparatus related to the State Water Policy and this program creation, as well as we made semi-structured interviews with technicians who took part in the process and World Bank representatives. We conclude that this public policy is pretty connected to the national sustainability framework, as well as with several discussions of the State in conjunction with the World Bank in the public arenas with low civil society participation. Likewise, the technical knowledge and expertise in the area consisted of the main resource used.Downloads
