This article aims at emphasizing and qualifying civil society in its relationship with State, considering the effective possibilities of democracy. Without keeping away from a liberal-democratic view, the text tries to defend the idea of a positive citizenship, in the sense of the citizens' free action aiming at common welfare, and in clear opposition to the State, having in mind the correction of its distortions.Downloads
