La Actuación de la ONU en el Enfrentamiento de la Mutilación Genital Femenina en Sierra Leona: Un Análisis Poscolonial

Resumen

Este artículo analiza la actuación de la ONU frente a la mutilación genital femenina en Sierra Leona, desde un enfoque poscolonial. Se busca comprender cómo la ONU enfrenta prácticas legitimadas como tradición local, pero clasificadas como violaciones de los derechos humanos de mujeres y niñas. Se trata de una investigación cualitativa, basada en el análisis documental de informes de la misión de paz UNIPSIL (2009-2014) y en la bibliografía especializada sobre el tema. Se concluye que, aunque la ONU tiende a considerar la práctica de la MGF como una violación de los derechos humanos de niñas y mujeres, adoptando medidas normativas y educativas para combatirla, su enfoque tiende a desatender factores estructurales, como la desigualdad económica y la dependencia poscolonial. De este modo, la organización refuerza jerarquías entre lo local y lo internacional, limitando la efectividad de su actuación.

Bacharel e Mestre em Relações Internacionais pela UEPB. Atuou no programa #tmjUNICEF, uma iniciativa voltada ao combate de notícias falsas e à promoção dos direitos humanos durante a pandemia de COVID-19. Seus temas de interesse incluem teoria crítica, Marxismo Queer, familismo e paradiplomacia. Integrante do Grupo de Pesquisa sobre Políticas Sexuais Internacionais (PoliSexI) e do Projeto de Extensão Diálogo de Gênero nas Relações Internacionais (GENERI), ambos do Departamento de RI da UFPB. Membro da Associação Brasileira de Estudos da Trans-Homocultura (ABETH).

Graduada em Direito pela Universidade Federal da Paraíba (1997), mestre (2001) e doutora (2006) em Relações Internacionais pela Pontifícia Universidade Católica do Rio de Janeiro. Pós-doutorado (2010) no Centro de Ciências Sociais da Universidade de Coimbra, Portugal. Professora efetiva do curso de Relações Internacionais da Universidade Estadual da Paraíba desde 2007 e pesquisadora do Centro de Estudos Avançados em Políticas Públicas e Governança (CEAPPG/UEPB). Coordenadora do Resista - Grupo de Pesquisa e Extensão em Educação em Direitos Humanos no Sul Global.
