Abstract

The Public Security crisis in Brazil affects the foundations of the Modern State, constituting the most serious threat to order constituted. And what would be the causes of this problem? On the one hand, analysts argue that the causes are eminently structural, economic nature. On the other hand, there are those who defend the lack of cohesion difficulties arising from Brazilian standards of sociability. Although the two theories present important aspects of the issue, they are not enough to explain the degree of growth of violence in Brazil in recent years. In view of this difficulty it is necessary to rethink the problem formulation itself, observing the so-called "organized crime" from a new perspective, which takes into account nature of the offense and the possible gains for those who commit them.
