Regulation of the donation of public goods in the state of Pará, before Law 13.465/2017

Abstract

This paper analyzes the procedure for urban land regularization of public property with the use of law from the state of Pará, prior to the publication of Law 13.465/2017. The use of this law as a rparameter has the objective of regulating the transfer of urban land, which, consequently, guarantees the social right to housing. Thusly, constituting one of the most important and consequential changes to urban development. This study utilized the method of qualitative analysis, with a study of legal works and the Brazilian law on the donation of public goods, as a means to explore current understanding of this subject and to contrast the regulation of the donation of public goods at state and federal levels. With this purpose, this research analyzed the innovations and possible divergences of Law 13.465/2017 and guidelines for donations of the state of Pará.
