Abstract

The work addresses the problem of ostensible parliamentary vote. With foundation in democracy, by examining the Brazilian legal system, seeks to interpret the various constitutional provisions governing the vote the Brazilian legislative houses. It is a general rule of open ballot and then carried out brief study of the internal regulations of the Chamber of Deputies and the Senate and the State Constitutions and Organic Laws Municipal. Finally, there is the tendency to expand the chances of vote open.
