Principles of design and transportation on demand by public servers: a case study of the govcar

Abstract

Objective: Transporting public servants through savings on demand initiatives such as GovCar identifies a major innovation of today. The study analyzes whether the design principles proposed by Ostrom (1990) are applied to this platform, as it faces governance challenges similar to those observed in the exploration of natural commons.

Methodology: data are collected through documentary research and the application of a questionnaire consisting of 31 questions, based on the design principles proposed by Ostrom (1990). Content analysis is used to formalize the results.

Results: these principles contribute to a more efficient management of this platform by decentralizing the management structure, which contributes to the transport of public servants being carried out with lower costs for the public sector and according to the needs of each entity served.

Conclusions: application of design principles, more detailed understanding of GovCar's governance structure, identification of weaknesses and collection of empirical evidence that can contribute to this and other public sector initiatives becoming more robust and sustainable.
