Abstract

This article aims to demonstrate, through an analysis overview, how is the control and participation of the subjects of the process of public policies in Brazil. Through the inductive approach, we tried to demonstrate the contextualization in the face of terminology, historical factors and mainly based on constitutional paradigm, coupled with the democratic system of law, defines the externalization of our state model, which targets the realization of fundamental rights. Finally, it is argued that, to achieve this goal, the current model of governance must overcome the current levels of corruption and prioritize long-term planning.
