Abstract

The work, to address the construction of the concept of power at the thought of Jurgen Habermas analyzes the relationship between two theories considered incompatible, and that the author seeks to relate in a complementary way. For this, the author reports on Hannah Arendt and Max Weber who act as representatives respectively of the republican and liberal current. Thus, the concept of power is introduced, on the relationship between law and politics in order to provide citizens as an element that regenerates the power of government. This is characterized by systemic dimension where there is a predominance of strategic action. On the other hand, citizens are wrapped in spontaneous sphere of the world of life. The goal comes down to analyze the conditions of the subjects before two types of powers: the administrative power and communicative power.
