Higher education policy and the increase of sequential courses offer

Abstract

With the Law of Guidelines and Bases of the National Education no. 9.394 of December 20, 1996, the scope of courses and programs of the Brazilian Higher Education was redefined like this: sequential courses were added to the traditional ones. Thus, the Câmara de Ensino Superior (Higher Education Council), of the Conselho Nacional de Educação – CNE (National Education Council), issued the Opinion no. 968, which ruled the new higher education type approved on December 17, 1999. This led to the creation of the CNE’s resolution no. 1 of January 27, 1999, defining the types of Sequential Courses considered as 1) of Specific Education, with collective destinations, leading to a diploma and 2) of Follow-up Studies, with collective or individual destinations, leading to a certificate. This resolution also established the rules to be followed so that the Higher Education Institutions could implement the sequential courses. Besides, there is the decree of the Ministry of Education and Culture no. 514/01 of March 22, 2001, about the offer and access to sequential courses. Based on this legislation the Public and Private Higher Education Institutions, are legally responsible for the increasing of the sequential courses offer. The main purpose of this paper is to show the increase of the sequential courses offer from 1999 to 2003. The methodological procedures are based on official statistics, starting with the legislation study and correlated documents. The analysis of the results shows that the increase in the number of graduate students in sequential courses is of 2.307%, which means that this number increased 23 times; the number of courses that were offered increased 106% and the number of registrations increased 286%. The analysis of the legislation during this period made evident the lack of efficient mechanisms which guide the basic conditions of offer and functioning of the types of sequential courses of specific education as well as of the follow-up studies.
