Dynamics of the quality of public schools in Ceará: an approach from the convergence models

Abstract

This article made use of convergence models to investigate whether there is convergence in the performance of public schools in the State in terms of quality indicators, as well as to estimate how many years it will take for the worst performing schools to reach the quality level of the best ranked schools. The data were obtained from (INEP), which contains information from the School Census of basic education for the period from 2005 to 2017, and the scores from (IDEB). The results indicated that there is absolute and conditional convergence in the period, that is, the schools that at the beginning of the period presented the worst performances present a growth in quality with a greater speed than those that already presented better results. With fixed time controls, a significant reduction in half-life was observed, making it possible for this measure to be achieved in one educational cycle for this educational range. The results indicate that the actions of educational policies implemented in the state can serve as a reference so that, with the necessary adaptations to the peculiarities of each state, it can contribute to raising the quality of elementary education in other units of the federation, allowing to accelerate the universalization of public education in quality in the country.
