O federalismo brasileiro sob a ótica das relações intergovernamentais:: uma guinada ao modelo coercivo

Abstract

The article deals with the arrangement of federalism, with a focus on intergovernmental relations and their mechanisms of adjustment or discontinuity, in the 21st century context. The study, which has a qualitative approach and is exploratory in nature, is based on bibliographical research, guided by the theoretical reference of historical neoinstitutionalism. To this end, it is initially structured with a conceptual approach to federalism from the perspective of intergovernmental relations. It then discusses the arrangement of federalism in Brazil, with a focus on the transformations that have taken place in the context of relations between the federal entities, with the abandonment of the cooperative character and the assumption of a coercive bias on the part of the federal entity. It thus concludes that moments of conflict and negotiation are inherent to the very arrangement of federalism and the way in which they are operationalized can affect the very stability of the political arrangement that demands the recognition of the autonomy of the federated entities, in their diversity, for the sake of the unity of the nation.
