Abstract

This paper derives from research carried out by the Federal University of the Mucuri and Jequitinhonha Valleys (UFVJM) master's program in Technology, Environment and Society – whose primary goal is to investigate the Social Security Education Program (PEP) and the Brazilian Institute of Social Security (INSS) as a disseminator of information of social security rights. In addition, this study analyzes public policies and the means of which they ensure income to the Brazilian population. In this regard, this paper explores the many implications when promoting citizenship rights and concepts that frame their recognition as benefits. This paper also shows the historical context and the evolution of Social Security in Brazil, as well as the constitutional guarantees of the right to information and the principle of publicity in the public administration. Finally, this study also investigates different modalities of educational measures, developed by that program, for the years 2015 to 2016, in order to propose a debate about their effectiveness. Even so, citizens have a relevant lack of knowledge of the Brazilian social security legislation, by its citizens, a factor that the PEP seeks to solve.
