By means of this text we thought of analyzing the different elements that contribute for the Brazilian Social Welfare crisis. ConsequentlY9 it was possible to know the political backgrounds that determined the present fiscal reform and the interests involved in this plot. We tried to show influence of this reform on the social welfare benefits, considering the non assisted people's economic and social reality from Guaravera.
