State intervention in the economic order through taxation on carbon emissions for the purpose of protection of the environment and promotion of sustainable development

The current work starts from the premise that State should act to reduce environmental problems by institutionalizing policies to contribute, altogether with economy, for sustainability. Before failed mechanisms for clean development, the proposal is the implementation of a tax, with non-fiscal meanings, on carbon emissions, for the promotion of sustainable development.
