It is expected that the instrument is CF/88 integration complex scheme of the federal state. However, the widespread dissatisfaction with the Brazilian economic model is demanding reformulations from a proposed (re)construction of canons tax. In this respect, it is essential to analyze how the economic order influences the management of public policies, particularly in large and multifaceted sphere of tributary relations, since it is the locus where converge the power games, interests, societal values, profits and taxation.
