This article is to examine, from the concept of State of Terror (TDE), the international political kidnapping of citizens Uruguayan exiles Lilián Celiberti and Universindo Rodriguez Díaz, along with sons, Camilo (7 years) and Francesca (3 years), in 12 November 1978, in Porto Alegre. Moreover, this procedure aims to highlight the kidnapping as Typical enforcement action connection between Brazil and Uruguay in coverage of Operation Condor, which was nothing more than the internationalization of State Terrorism in the Southern Cone of Latin America. Finally, this text seeks to examine prison conditions in Uruguayan prevailed both in barracks where the routine of physical torture, as in criminal Punta Rieles and Libertad, the psychological terror was part of a nefarious scheme to mad political prisoners.
