Populações "irregulares" no México: o caso de Monte Sinai

Abstract

Monte Sinaí is a property occupied by a group of indigenous farmers; however, this property has not been able to become an ejido due to the decree of the La Sepultura Biosphere Reserve (REBISE). As a result, the land has been categorized as an "irregular" population, which has led to its marginalization and exclusion from basic services and development programs offered by the government to legally constituted towns. Despite this, the families of Monte Sinai have managed to build their territory. The objective of this work is twofold: on the one hand, to make visible the situation faced by the families that lack agrarian recognition and, on the other hand, to analyze the strategies that the families of Monte Sinai have used to remain in the territory. In-depth interviews were conducted and a community census was carried out. The reflection revolves around the fact that despite the categorization of "irregular" population, the families of Monte Sinai remain in the territory because they adopted other identities (environmentalists and producers). For this reason, they had to strengthen the rules and internal agreements in accordance with Mexican environmental regulations in order to avoid confrontation with REBISE personnel.
