The most recent legislation directed to children and youngsters is the Child and Adolescent Statute (ECA) , a regulation passed into law in the nineties . The ECA proposes an integral protection doctrine for children and adolescents and guarantee their rights. However, the theme of rights is older and broader than ECA since it comprises the rights guaranteed by law to all citizens. This discussion also encompasses the relationship between the State and the impoverished population since most welfare policies are created for them. Another issue discussed in this study is the influence of social and external interventions on the relationship between impoverished families and their children as well as the factors that interfere negatively in their task to set fundamental limits and rules for their children to live in society. This study researched some factors the literature points out as responsible for interfering in the relationship between parents/children from impoverished families, to collect subsidies and re(think) alternatives to these questions.
