Bibliotecas públicas brasileiras na era digital: aplicação das Tecnologias de Informação e Comunicação (TICS) para gestão, recursos, serviços e comunicação

Abstract

Objective: This study aims to present a diagnosis of the application of Information and Communication Technologies (ICTs) by Brazilian public libraries, investigating how these technologies are used for the management of internal operations, provision of informational resources, delivery of services to users, and promotion of institutional communication.
Methodology: The research is of a theoretical-practical nature with an exploratory approach, which included analysis of a national sample composed of 25 public libraries distributed across the five macro-regions of Brazil. Data collection was conducted through a structured online questionnaire applied to the managers of public libraries registered in the National System of Public Libraries.
Results: The results indicate that ICTs for work operation management are the most widely adopted, present in all libraries in the sample, followed by institutional communication technologies. A high degree of connectivity is observed (88% with internet access), although the availability of digital resources – such as e-books, electronic journals, and databases – is observed at a low level (24% offer digital textual resources). Assistive technologies are present in 20% of libraries, and training in ICT for users and staff remains low. Regional inequalities also persist in the level of adoption and technological infrastructure, with the North Region and the Southeast Region facing the greatest challenges.
Conclusions: ICT adoption is observed in Brazilian public libraries, alongside regional differences and structural challenges, especially regarding technological infrastructure and staff training, as well as the reduced provision of digital informational resources, recreational resources, and assistive tools. The findings of this study can support the formulation of public policies aimed at the development and modernization of public libraries, as well as encouraging the formulation of strategies related to digital inclusion in the sector.
