Academic cooperation programs and international research collaboration

Objective: The aim of this study is to answer the question: do academic cooperation programs effectively encourage international collaborative research?
Methodology: To assess the increase in international collaborations, co-authorships of publications in scientific journals will be used as a proxy. As an evaluation technique, a before and after analysis was applied. Data from Capes' corporate databases (open data on projects) was crossed with data obtained from the Scopus database (data on co-authorship). Projects financed between 2015 and 2020 by Capes were analyzed. The basic idea was to compare the number of publications in international co-authorships before and after the implementation of joint research projects. In this regard, we propose the concept of average incremental growth of international collaboration in research.
Results: After implementing the joint projects, a global average of incremental growth of 31% in international collaborations were found. The institutions and regions with less tradition with international partnerships were more responsive to the cooperation programs.
Conclusions: As policy advice, it is recommended to diversify the cooperation programs regarding their targets and to design separate international collaboration policies focusing on less consolidated institutions and regions regarding international partnerships.
