Abstract

This study sought to evaluate if acquisitions of materials from hospital purchases from the use of the electronic “pregão”, in a university hospital in Rio de Janeiro, respects the principle of safety – as it is fundamental in accomplishing primary therapeutic procedures in patient recovery. This paper confirmed the need to carry out a preliminary analysis of inputs by a pre-qualification commission, which, despite the fact that there is no provision in Brazilian legislation regulating this session, is justified given the lengthy testing of the samples, as well as the numerous negative opinions that corroborate the low quality of the inputs offered by bidders, which can concur financial losses for the public administration, and it can, even worse, aggravate patients’ wellbeing.
