Impeachment, Presidential removal, Brazil, Qualitative Comparative Analysis (QCA)Abstract
Based on the “Set-Theoretic Methods” assumptions we conducted a Qualitative Comparative Analysis (QCA) of the presidential removal in Brazil, observing the administration of Fernando Collor de Mello, Fernando Henrique Cardoso, Luiz Inácio Lula da Silva and Dilma Rousseff. Discussing the relative importance of each condition based on the methodological strategy adopted the article presents a model of the necessary and together sufficient conditions for a presidential removal to take place in Brazil. These include the alignment of the President of the Chamber of Deputies and the coalition discipline of the administration, together with the success and dominance rates of the President in the Legislative as the most important “institutional” conditions. The low popularity of the President and the poor economic performance of the administration were found to be the most important “non-institutional” conditions for a presidential removal to take place in Brasil.Downloads
