The aim of this article is the presentation of the partial results of an academic research developed in the State University of Londrina, whose objective was the retrieval of the formation of the State, mainly concerning the guarantee of private property and the taxation of social citizens. Based on the severe westernization of the theory of the State, guided by historical descriptions of production, interchange and technology, this paper will present a descriptive picture of the formation of the State in different historical times, always focusing on the realignment of the production model. The picture will be descriptive and constituted by the focus on the central nations (from pre-capitalist to neoliberal State) and on the peripheral nations (metropolitan to neoliberal State). With the explanation of these categories, the study will indicate the determinant policies present in current times in face of the adequacies that need to be made in the relation between the production mode (with emphasis on the hegemony of the capitalist production mode) and the State.
