Implementation of information and knowledge management in the participatory budget of João Pessoa/PB: a proposal for guidelines

Abstract

Objective: Analyze the contribution that the Information and Knowledge Management actions can bring to the management of the Participatory Budget of João Pessoa/PB.
Methodology: The research is classified as exploratory and descriptive, with a qualitative approach. Data collection happened through semi-structured interviews, focus groups, participant observation and document analysis. Content analysis was used, adopting the categorization method suggested by the Information and Knowledge Management model that supported the research.
Results: The Participatory Budget of João Pessoa develops some isolated IKM actions, however, there is no specific planning to guide such actions, which ends up compromising the broad access and use of information by the actors that are part of the Program. Add to this the absence of a social role committed to citizenship among the members of the communities of João Pessoa, which also poses an obstacle to the development of the information flows of the OPJP. Such findings resulted in the development of guidelines capable of contributing to the implementation of the IKM in the OPJP.
Conclusions: It is concluded, from the guidelines proposed in this research, that its adoption may stimulate a more active participation of the citizens of João Pessoa in the OPJP, in addition to providing an improvement in the management of the Program's information flows.
