Assessment of low-impact development solutions for flood mitigation in an unmonitored urban area

Abstract

Due to the historical lack of planning in land use, the problem of flooding has become chronic and common in most Brazilian cities. To address the causes of flooding, solutions based on infiltration, such as Low Impact Development (LID), are alternatives that mitigate their impacts. This study aims to analyze the contribution of LID techniques to reduce flooded area in the town of Caxambu-MG. For this, the Storm Water Management Model (SWMM) was used in the simulation of hydrological events for different scenarios. The absence of flood monitoring data was compensated by the use of citizen science using resources such as photographic records, citizen reports and field surveys. Considering the proportion of 9.3% of LID inserted in the basin, there was an average reduction of 32.55% in flow peak and 42.93% in flow volume. Seeking to eliminate flooding, in the most permeable scenario the water depth remains within the limits of the runoff channel. In general, assessed LID techniques showed good performance to act in presence of low-intensity events. This study contributes to the understanding of basin runoff dynamics, in addition to providing results that help decision makers in elaboration of policies for sustainable urban development

Gisele Aparecida da Silva Santos, Federal University of Itajubá

Member of the Núcleo Estratégico Interdisciplinar em Resiliência Urbana (NEIRU), a center linked to the Federal University of Itajubá (UNIFEI). Graduated in Civil Engineering from the Federal University of Itajubá (UNIFEI). He has a Technical Course in Computer Science from the Federal Institute of Education, Science and Technology of the South of Minas Gerais, Pouso Alegre campus (IFSULDEMINAS). Participated in the preparation of the Municipal Plan for Basic Sanitation of Elói Mendes and the Municipal Plan for Basic Sanitation of Guapé. She is currently a master's student in Water Engineering at the Federal University of Itajubá.

Benedito Cláudio da Silva, Federal University of Itajubá

PhD in Water Resources and Environmental Sanitation from the Federal University of Rio Grande do Sul (2005), Master in Mechanical Engineering from the Federal University of Itajubá (2000) and graduated in Mechanical Engineering from the Federal University of Itajubá - UNIFEI (1996). He is currently an Adjunct Professor at UNIFEI, where he teaches disciplines and develops research and extension projects in the area of Water Resources. He works as a professor in the undergraduate courses in Water Engineering, Environmental Engineering and Civil Engineering, in addition to being a professor and advisor in the postgraduate courses in Environment and Water Resources (POSMARH) and Professional Master's Degree in Water Engineering (MPEH). He participates as a researcher and coordinator in research projects funded by the main development agencies in the country, such as CNPq, CAPES, FINEP and FAPEMIG. He has worked on research and technological extension projects in partnership with private companies and public institutions in the Brazilian electricity sector, being coordinator of the National Reference Center for Small Hydroelectric Power Plants (CERPCH). He also works on projects in the areas of water resources linked to committees and hydrographic agencies in Minas Gerais, São Paulo and Rio de Janeiro. He is the coordinator of the Research Group on Natural Disasters: Forecasting, Monitoring, Modeling and Mitigation (GP3M) and develops actions in partnership with the civil defenses of municipalities in the southern region of Minas Gerais to cope with extreme weather events. The main areas of activity are: hydrological monitoring and modeling, flow forecasting, urban drainage, climate change, hydrology applied to hydroelectric power generation and natural disasters.
