Interim measure 495/10 and the state-consumer as an inductor of economic polices

The objective of the present study is to approach the modality of indirect intervention of the State in the economic domain, acting as a normative agent and economy inductive. It deals especially with the condition of the State being a consumer itself in order to influence the market, due to its elevated purchasing power. Based on the models of innovations brought about by the Interim Measure #495/2010, about the bidding laws # 8.666/93, this study aims to demonstrate how the public purchasing institute has been lending itself as a tool for the State in the creation of public policies in the economic field.Downloads
