Abstract

It was believed that the welfare state would be ableto provide everything for all citizens, although this is far fromthe reality. Mechanisms have been put in place for the continualimprovement of social relations, including the interactionbetween state and civil society. This connection can not be tooclose, preventing the realization of basic rights and constitutionalguarantees such as freedom of association. There is to berespected the freedom conferred by the legislature to theconstitution, organization and development of the associations,in favor of constitutional principles and to the detriment of anundue state interference.
