Abstract

Globalization along the lines of post-modern society appears as an irreversible pocess. Its features arising from the development of consumer capitalism based, notably, on the advencement of information and means of transport imply in various forms of intervention in the environment. This globalized environment raises the number of extra-state organizations that put in check the state sovereignty in face of the state impotence to attend all social needs. This paper aims to demonstrate how the use of ethical discourse can make the necessary bond between the national states and new social needs in order to restructure the role of the state in accordance with the new social reality.
