The performance of the integration committee of the hydrografic basin of Paraíba do sul River: outlining an analysis from the relational perspective

Abstract

The goal of this research is to analyze the performance of the Integration Committee of the Hydrografic Basin of Paraíba do Sul River (CEIVAP) in the context of the Brazilian water resources public policy, from the relational perspective that presupposes the involvement of networks of State and societal actors – civil society and market. The research presents the issues that pertain to the integrated management of the Committee and its effects on interactivity between this and other public policies in three Brazilian states, as well its exposes criticisms and solutions pointed out by actors involved in order to effect a participative management. To this end, the present study, qualitative in nature, was based on national and international literature, in documentary and oral sources data extracted from field research. It was observed that both in Brazil and in other countries, water basin are a reference to water resources management and integrated management is being presented as an approach widely used in those studies. However the relational perspective shows more comprehensive, because it contributes to the understanding of decision-making processes and democratization of public policies and promotes the articulation between actors in the public and private domains. Helps also to understanding that is in practice and in the field of action that is evident as the social articulation occurs and which spots in the performance of the Committee and how they wish their components that enhance the effectiveness of management of the CEIVAP.
