Public spendig on the environment: on analysis in the micro-region of Curitiba

Abstract

This article aims to analyze the public spending on the environment of the municipalities of the Curitiba Microregion. Businesses, governments and citizens, has not given due attention to the environment, where the present need has negatively impacted the forests, water and air, accelerating environmental degradation, evidenced by climate change. The methodology was based on exploratory research, using descriptive statistics, with the variables of total expenditure and by categories: agriculture, environmental management and sanitation. The period was 2004 to 2015. The search sources were the Paraná Institute for Economic and Social Development (IPARDES), the National Treasury Secretariat (STN), the Brazilian Institute of Geography and Statistics (IBGE) and the balance sheets of the investigated municipalities. The results showed that spending on environment of the municipalities of the microregion, showed an average value in the period of 3.23% of the budget, an amount lower than that observed for the Metropolitan Mesoregion of Curitiba, which reached 3.36%, and the Paraná state, which reached 3.58%, showing a poor result compared with the average of the state municipalities. Inside the Microregion, the municipality of Itaperuçu had the worst average performance in the period, 0.70%, and São José dos Pinhais the highest value, 7.70% of the budget. Eleven counties had lower performance than the state average and seven reached a higher value.
