Abstract

Introduction:This article sets out to discuss social innovation in the context of public policies for youth, establishing the conceptual foundations for addressing the issue, and presents preliminary results of a comparative study on youth policies and the management models for their effective implementation. 
Objective: Presenting models for the management of public policies for youth in two different cases, Spain and Brazil, emphasizing the connection of network management and social innovation. 
Methodology: An exploratory study based on the literature of the field, document analysis and systematic collection of information from websites of municipal and state governments in Brazil. The article also includes the analysis of the activities conducted by the European Youth Information and CounsellingAgency and the Institute of La Juventud de Espanha, and the experience of Plug Minas, a program developed by the state government of Minas Gerais. 
Results:The analysis of the results demonstrates the main focuses of European and Brazilian youth policies, and highlights the innovative character of the management models of such initiatives. 
Conclusions:The construction of autonomy, already solidified among the foci of youth policies in Spain, is recent in Brazil, and has been gaining groud among policies designed to fil downtime or to give professional training. Brazil and Spain converge to more open and inclusive management models in its projects for youth.
