Latin America, the Good Neighbor, and the Global Second World War

Resumen

Esta ponencia, presentada en la innovadora conferencia sobre "La Política del Buen Vecino en Tiempos de Guerra" celebrada en Río de Janeiro, trata de situar la Política del Buen Vecino -y las relaciones de Estados Unidos con América Latina en un sentido más amplio- en el contexto de la crisis global producida por la Gran Depresión de la década de 1930 y la guerra mundial que le siguió. Argumentamos que la Política del Buen Vecino se entiende mejor como una política de guerra, diseñada primero para avanzar en la construcción de un bloque autárquico liderado por Estados Unidos en las Américas -en paralelo a otros proyectos autárquico-imperiales desarrollados durante la década de 1930- y luego para aprovechar la hegemonía hemisférica para apoyar la creación del predominio global de Washington después de 1945. Desde este punto de vista, concluimos que en lugar de ser marginal en los relatos históricos de la guerra mundial -o incluso ausente por completo- América Latina debería situarse en el centro de la historia, funcionando tanto como "trampolín" hacia la victoria estadounidense como cimiento regional indispensable de la futura hegemonía global de Washington.
